Laughlin Introduces Bipartisan Plan to Legalize Adult-Use Marijuana in Pennsylvania

HARRISBURG, PA — Sen. Dan Laughlin (R-49) and Sen. Sharif Street (D-3) today announced plans to reintroduce a bipartisan proposal to legalize adult-use marijuana in Pennsylvania, reflecting the strong support of two-thirds of Pennsylvanians across rural, suburban, and urban communities.

“Pennsylvania has made great progress with medical marijuana, but it’s time we expand access responsibly,” Laughlin said. “This legislation not only provides greater access for patients who could benefit but also ensures a regulated and safe marketplace for all consumers.”

The proposed legislation mandates product testing for safety, purity, and potency, ensuring consumer protection while helping eliminate the risks tied to the unregulated black market. It also aims to end the criminalization of marijuana users, especially in communities of color disproportionately affected by marijuana-related arrests.

“Ending outdated criminal penalties is a crucial step toward justice,” Laughlin added. “Our bill also offers a pathway to expunge past marijuana possession convictions, giving individuals a fair chance at employment and community reintegration.”

The legislation highlights the economic potential of legalization, citing examples from Colorado and Illinois, where legal markets have generated significant tax revenue, created thousands of jobs, and supported local businesses.

With neighboring states like New Jersey, New York, Ohio, Delaware, Connecticut, and Maryland already legalizing adult-use marijuana, Laughlin emphasized the urgency for Pennsylvania to act.
“Pennsylvania can’t afford to fall behind,” Laughlin stressed. “We need to keep tax revenue and economic opportunities within our borders, not lose them to neighboring states.”

The proposal also carefully considers the tax structure, warning that a 26% tax rate could push consumers toward illicit markets or out-of-state options. “We must find the right balance to ensure the legal market thrives while remaining competitive,” Laughlin said.
